IL 00 17: Common Policy Conditions
IL 00 17 is the Common Policy Conditions form found in nearly every ISO commercial package policy, including the CGL coverage part. Its six conditions govern cancellation, changes, examination of books and records, inspections and surveys, premiums, and transfer of rights and duties. Pikorua Security treats it as a baseline that contract requirements are checked against, above all for notice of cancellation: under IL 00 17, the insurer owes notice only to the first Named Insured, not to certificate holders or additional insureds.

Edition history
The edition stamp in the endorsement footer identifies the exact wording. Pikorua Security reads it on every page and compares it with the editions your contract accepts.
| Edition | What changed |
|---|---|
| 11 85 | Issued with the simplified commercial lines program of the mid-1980s, setting the six conditions that apply across coverage parts in a package policy. |
| 11 98Latest | Current multistate edition. Clarified the Inspections and Surveys condition so the no-warranty language carves out statutory certification inspections of boilers, pressure vessels and elevators. Cancellation timing (10 days for nonpayment, 30 days otherwise) unchanged. |
| State amendatory | State cancellation and nonrenewal endorsements frequently override Condition A with different notice periods and permitted reasons. They appear on the forms schedule and govern over the IL 00 17 default. |
What IL 00 17 does and why certificate holders should care
IL 00 17 11 98 attaches to commercial package policies and applies to every coverage part in the package. Condition A, Cancellation, lets the first Named Insured cancel by mailing or delivering advance written notice, and lets the insurer cancel by mailing or delivering written notice to the first Named Insured at least 10 days before the effective date for nonpayment of premium, or 30 days for any other reason. Notice goes to the first Named Insured's last mailing address known to the insurer, and proof of mailing is sufficient proof of notice.
Nothing in Condition A sends notice to an additional insured or certificate holder. That is why the ACORD 25 (2016/03) cancellation box says only that notice will be delivered in accordance with the policy provisions. A contract clause requiring "30 days' notice of cancellation to the certificate holder" is a promise the vendor cannot keep through a certificate. It needs an endorsement the carrier agrees to issue, or a contractual duty on the vendor itself.
State amendatory endorsements frequently override Condition A with different notice periods, limits on midterm cancellation reasons and nonrenewal rules. They are listed on the forms schedule, and Pikorua Security reads the policy state to apply the right timing.
The other five conditions in practice
Condition B, Changes, makes the policy the entire agreement and allows changes only by endorsement issued by the insurer, which is why a broker's letter promising additional insured status is not coverage. Condition C allows the insurer to examine the named insured's books and records during the policy period and up to three years afterward. Condition D allows inspections and surveys and states that the insurer does not make safety inspections or warrant that conditions are safe, except for statutory certification inspections of boilers, pressure vessels and elevators.
Condition E makes the first Named Insured responsible for paying premiums and the payee of any return premium. Condition F bars transfer of rights and duties under the policy without the insurer's written consent, except to a legal representative when an individual named insured dies. Condition F matters when a vendor is acquired or reorganizes: the policy does not automatically follow the successor entity that now holds your contract.
- A. Cancellation: 10 days' notice for nonpayment, 30 days for other reasons, to the first Named Insured only.
- B. Changes: policy terms change only by insurer-issued endorsement.
- C. Examination of books and records: during the policy period and up to three years after.
- D. Inspections and surveys: no safety warranty, with statutory boiler, pressure vessel and elevator certification excepted.
- E. Premiums: owed by, and returned to, the first Named Insured.
- F. Transfer of rights and duties: not without written consent, except on the death of an individual named insured.
How it plays out when coverage lapses before a claim
The most expensive certificate failure is not a missing endorsement. It is a policy cancelled midterm for nonpayment while the certificate in your file still shows it in force. The insurer sends notice to the first Named Insured, the vendor's cash problem continues, and the GC or property manager learns of the cancellation when a claim is tendered and the carrier answers that no policy was in force on the date of loss.
Courts generally treat a certificate as information only, as the ACORD 25 itself states, so a holder usually cannot rely on the certificate's dates to create coverage the insurer properly cancelled. The defense is active monitoring: confirm policy status at renewal and at intervals on long projects, and require the vendor to notify you directly of any cancellation, nonrenewal or material reduction.
What to require in the contract
Write notice obligations in two layers. First, require the vendor to deliver written notice to you within two business days of receiving any notice of cancellation, nonrenewal or reduction in limits. Second, require the vendor's carrier to give you advance notice by endorsement where the carrier offers one, typically 30 days (10 days for nonpayment). Do not rely on certificate wording for either.
Require that the contracting entity be a named insured on each policy and disclose whether it is the first Named Insured. Where a parent company holds the policy, the vendor's direct-notice duty is the only reliable early warning you will get.
How Pikorua Security checks against IL 00 17
Pikorua Security does three things with IL 00 17 as the baseline. It records each policy's first Named Insured and compares it with the vendor entity on the contract, flagging cases where your vendor is a subsidiary further down the named insured schedule and would not receive notice directly. It reads any notice-to-third-party endorsement and stores the holder name and day count. And it runs the 60/30/15/0 day expiration cadence on every policy, escalating to the vendor and its broker before a lapse rather than after one.

Findings Pikorua Security raises on IL 00 17
6 checks- Flag 01
Contract requires 30 days' notice to the certificate holder, and the only evidence is an ACORD 25 that promises notice only per policy provisions.
- Flag 02
Vendor is not the first Named Insured; a parent company receives cancellation notices and never forwards them.
- Flag 03
Policy cancelled midterm for nonpayment while the certificate on file still shows it in force.
- Flag 04
Vendor acquired or merged, and the successor entity performing the work is not a named insured; Condition F bars transfer without consent.
- Flag 05
Broker letter promising additional insured or waiver status accepted as coverage, though Condition B requires an issued endorsement.
- Flag 06
State amendatory endorsement changes the notice timing, and the contract assumes the IL 00 17 default.

Insurance exhibit clause
IL 00 17: Common policy conditions
Notice of Cancellation. Vendor shall deliver to Owner written notice within two (2) business days after Vendor receives any notice of cancellation, nonrenewal, or reduction in coverage or limits of any policy required by this Agreement. Each policy shall, where the insurer offers such an endorsement, provide that the insurer will mail or deliver written notice of cancellation to Owner not less than thirty (30) days before the effective date of cancellation (ten (10) days for nonpayment of premium). Vendor acknowledges that a certificate of insurance does not amend any policy and that ISO Common Policy Conditions IL 00 17 provide notice of cancellation only to the first Named Insured. Vendor's failure to maintain any required policy, or to give the notice required by this paragraph, is a material breach, and Owner may withhold payment and suspend site access until compliant evidence is received.
Have counsel conform the clause to the governing law of your contract. Pikorua Security verifies insurance documents against the requirements you set; it does not provide legal advice and does not sell, bind or underwrite insurance.
When the claim arrives
Tender defensibility
IL 00 17 rarely decides a tender directly, but it decides whether there is a policy to tender to. The packet that survives a carrier's "no coverage in force" response shows when the policy was last verified as active, what notice endorsements were in place, and when the vendor was notified of any deficiency. Pikorua Security's audit log timestamps every status check and every chase message, which also documents that the certificate holder acted reasonably if the vendor's breach becomes its own dispute.
